Indianapolis, IN — February 12, 2026 — Eyes Off Indiana today responded to the Indiana Senate’s passage of House Bill 1150, which includes statutory language addressing the use of Automated License Plate Readers by homeowners associations.
HB 1150 previously passed the House and passed the Senate on third reading on February 12. The bill prohibits homeowners associations from installing, maintaining, or operating ALPR systems and from permitting their installation on HOA property unless the system is installed by law enforcement and data access remains exclusively with law enforcement.
“Regardless of one’s position on this specific policy approach, it is notable that legislators are formally engaging with ALPR technology in statute,” said Walker Lasbury, Executive Director of Eyes Off Indiana. “That signals recognition of the scale and power of these systems.”
ALPR systems automatically capture license plate images and convert them into searchable data that can be stored, aggregated, and queried across jurisdictions. As deployment has expanded across Indiana communities, broader policy questions have emerged concerning retention practices, data sharing, and oversight.
The language included in HB 1150 applies to homeowners associations and does not establish statewide standards governing law enforcement use of ALPR systems.
Eyes Off Indiana believes the next phase of legislative discussion should focus on comprehensive guardrails for government deployment of ALPR technology, including strict retention limits, prohibitions on commercial data sharing, and meaningful oversight and transparency requirements.
“We view this as an indication that ALPRs are now on the legislature’s radar,” Lasbury said. “The next step is ensuring that any use of this technology operates under clear and enforceable standards.”
